Chartered Adventurers

One issue I am wrestling with is the canon discussion of Chartered Adventuring Companies in Cormyr. The listed cost to obtain such a royal permit is prohibitive for a group of new characters: 1000 gp.

According to my work on wealth by level, the earliest a 5e group of would-be heroes could hope to achieve such a charter would be about 4th level, and even then they'd have to commit most of their individual coin earned up to that point toward the enterprise. That doesn't seem right to me.

If one of the characters has a noble background, one could say that the family in question granted the charter as a parting gift for the wayward son or daughter. The "aid the country in times of great need" angle is also open; particularly interesting would be to personally (although, likely, unwittingly) assist King Azoun IV, as did the young adventurers who went on to become the Swords of Eveningstar (and later, the Knights of Myth Drannor). That has a nice story element to it as well- an early meeting with some famous NPCs (the King, Vangerdahast, Baron Thomdor, Duke Bhereu, etc).

Of course, the Forgotten Realms box set was written for a different edition of the game. The closest book I have that gives any guidance would be the 3e DMG. Assuming 4 characters in a party, they'd each have to contribute about 28% of their earnings at 2nd level in order to jointly buy a royal charter. In the 5e system, that would make the cost of a royal charter just 50gp (with an addtional yearly tax of 15gp).
